What is the Quebec Experience Program (PEQ)?

The Quebec Experience Program (PEQ) offers a streamlined pathway for foreign graduates and individuals with work experience in Quebec to obtain a Quebec Selection Certificate (CSQ), a prerequisite for federal permanent residency. This program operates under the Quebec-Canada Agreement, which grants Quebec the authority to select economic immigrants in the skilled worker category.

Who should consider the PEQ?

The PEQ is well-suited for individuals fluent in French who have work experience in Quebec or Quebec graduates.  It is notable for its fast processing time, typically within six months, compared to other immigration programs.

What is the process to apply?

Applicants must follow these steps:

  1. Select the appropriate permanent selection application form based on their situation.
  2. Prepare the required supporting documents listed in the application form.
  3. Create a profile on the Arrima portal.
  4. Submit the complete application via Arrima.
  5. Pay the processing fees.

Applications are processed within six months from the receipt of the complete application and fees.

What are the eligibility criteria for Temporary Foreign Workers applicants?

Temporary Foreign Workers may qualify if they:

  • Intend to live in Quebec and work in a sector that is not ineligible.
  • Have worked full-time in Quebec for at least 24 months out of the last 36 months in categories TEER 0, A or B1, 2 or 3 of the NOC.
  • Hold legal status in Quebec as a temporary worker or through a youth exchange program like International Experience Canada (IEC).
  • Demonstrate French language skills at a level 7 or have completed at least three years of full-time study in French.

What qualifies as full-time work experience for the PEQ?

Full-time work is defined as at least 30 hours per week in a TEER 0, A or B1, 2 or 3 of the National Occupational Classification (NOC). Work experience gained during international student programs or youth exchange programs is considered if all PEQ requirements are met. Part-time work, self-employment, or entrepreneurial work is not accepted.

What are the eligibility criteria for Quebec Graduates applicants?

Foreign students may qualify if they:

  • Intend to settle in Quebec and work in a sector that is not ineligible.
  • Have completed at least 1,800 hours of study in Quebec and obtained a recognized degree or diploma within the past 36 months.
  • Are legally residing in Quebec at the time of application and can prove financial self-sufficiency.
  • Demonstrate work experience in a NOC TEER 0, A, B, or C job, with specific requirements based on the level of their diploma.

What are the language requirements for Quebec Graduates?

Principal applicants must have French language skills at level 7 for speaking and at least level 5 for writing on the Quebec scale. Spouses must demonstrate spoken French at level 4. As of November 23, 2024, applicants must also provide a transcript showing completion of three years of full-time study in French or a study program where 75% of coursework was in French.

FAQ

What do I need to do to immigrate permanently to Quebec?

To become a permanent resident and settle permanently in Quebec, you must first obtain a Certificat de sélection du Québec (CSQ) issued by the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI), and then a Canadian permanent resident visa issued by IRCC.

What is the Quebec Expression of Interest?

As a first step, foreign nationals wishing to immigrate to Quebec through the Skilled Worker Selection Program (SWSP) (formerly the Regular Skilled Worker Program (QSWP)) must first express their interest by completing an online form via the Arrima portal. This form requires individuals to provide details about their field of study, education level, language skills, work experience, and other relevant information. The ministry periodically invites candidates from the expression of interest pool who meet specific criteria, focusing on labor market needs across various regions of Quebec. A validated job offer is one of the criteria considered.

Is Quebec Experience Program the same as Quebec Skilled Worker Program?

No, they are distinct immigration programs. Each program lets candidates apply for a Certificat de sélection du Québec (CSQ). After obtaining the CSQ, candidates can proceed to apply for Canadian permanent residence through the federal government.

Which diplomas are eligible under the Quebec Graduate stream?

Eligible diplomas for the Quebec Experience Program (PEQ) include: Bachelor’s degree (university undergraduate), Master’s degree (including an MBA), Ph.D., Diploma of college studies, technical training (DCS), Diploma of vocational studies (DVS) attesting to 1,800 hours or more of study, Diploma of vocational studies (DVS) followed by an Attestation of vocational specialization (AVS) of 1,800 hours or more of continuing education leading to a given trade.

Two separate DEP diplomas totaling 1800 hours are not eligible.
